Most consulting firms begin with a methodology and look for clients to apply it to. Allazo began the other way around.
Twenty years inside the programme delivery function at Tier 1 and Tier 2 banks — across North America, Europe, and Asia — exposed every category of failure mode that regulator-facing programmes produce. Consent orders drifting past deadlines. Recoveries that looked real in the governance pack and failed the next week. Reporting architectures that flattered the board and hid the trajectory from the steering committee.
Some of those lessons came easy. Most came hard. None of them exist in the Big 4 methodology decks.
The next step was to prove empirically what the experience had shown anecdotally. Three years. 6,063 RAG status entries. 173 programmes. 22 white papers. 34 of 34 statistics independently confirmed. The first published empirical study of sequential programme health reporting at scale.

THE METHODOLOGY
How We Built the Framework
The Allazo Portfolio Intelligence Framework™ is derived entirely from measured patterns in real program data. Every protocol, threshold, and governance tool traces to a specific statistical finding — not to consulting heuristics, industry convention, or borrowed methodology.
The research is built on the Program Health Dataset — a proprietary dataset of 6,063 RAG status entries compiled from program reporting within a Tier 1 capital markets institution. Each entry contains 10 data dimensions across structured fields and narrative fields covering status commentary, delivery notes, forward actions, and RAG assessment. The dataset captures 5,890 sequential RAG transitions across 173 projects in 7 programme categories.
In total, the analysis reviewed 60,500+ individual data points and 710,000+ words of program narrative across 36 months of continuous observation. Five core statistical findings emerged. Each was subjected to a full reproducibility audit: 34 of 34 statistics confirmed · Zero discrepancies. Confidence intervals are computed and disclosed where applicable.

Each core finding maps to a specific governance protocol. Together they form a continuous operating model from program initiation through closure.
PROTOCOL 1 · EVIDENCE-BACKED GREEN · WP-F
Green is proven, not promised.
Derived from the Phantom Green finding (27.8% of Green entries immediately contradicted — WP-D). Every Green entry must be supported by a named, verifiable milestone completed in the reporting period. Assessment-based Green is rejected. Green is evidence, not assertion.
PROTOCOL 2 · THE TWO-PERIOD HOLD · WP-H
Challenge every recovery — one in three does not hold.
Derived from the False Recovery finding (37.5% of Amber-to-Green transitions reverse within two reporting periods, n=710, 95% CI [33.3%, 41.8%] — WP-O). Every recovery must hold for two consecutive periods before being confirmed. An Amber-to-Green transition is not a recovery until it is confirmed.
PROTOCOL 3 · TIPPING POINT ESCALATION · WP-E
Three consecutive Amber periods is the structural threshold.
Derived from the Tipping Point finding (80.8% of streak-3+ projects eventually reach Red vs 24.3% for no-streak; 3.32× multiplier, Bootstrap CI [2.28×, 5.44×] — WP-E). Mandatory escalation review at streak 3. The streak counter resets only on confirmed Green under Protocol 2.
PROTOCOL 4 · DELIVERY CLOCK · WP-B
First Amber starts the clock.
Derived from the Delivery Clock finding (median 14 periods from first Amber to Red; 25.5% of Red events have no prior warning, n=98 — WP-B). Every Amber project carries a visible period count. At period 5, amber alert. At period 10, red alert. The clock makes time pressure explicit in every governance conversation.
PROTOCOL 5 · SEASONAL UPLIFT · WP-I
Q2 and Q3 require heightened governance intensity.
Derived from the Seasonal Pattern finding (September Red rate 12.3% — highest month, confirmed across all three years; 89% differential between peak and trough months — WP-I). During Q2 and Q3, governance review frequency increases, Delivery Clock thresholds tighten, and the Evidence-Backed Green standard applies to all existing Green declarations.
DATA TRANSPARENCY
What We Disclose — and What We Protect
The Program Health Dataset was compiled from program reporting within a Tier 1 capital markets institution under institutional confidentiality obligations. All program names, institution identifiers, and internal field references have been removed from published materials. The dataset is referenced only by time period (2023–2026), entry count (6,063), and project count (173). Findings are presented at the statistical and category level only.
The dataset is drawn from a single institution’s capital markets division — and that is by design. Consistent reporting standards across 173 projects and 36 months of continuous observation enable the kind of sequential pattern detection that a multi-institution dataset, with its inevitable variation in reporting culture, RAG definitions, and governance maturity, would obscure. The tradeoff is acknowledged: these findings are the first published measurements of their kind in financial services program delivery. They are not claimed as universal — they are presented as validated patterns that invite replication across institutions. To date, no comparable published study exists.
